House Analysis –
Questions remain as to whether Speaker Pelosi and her leadership team are able to whip up the necessary votes to pass a robust Health Care public option out of the House. This will certainly be topic of discussion during the week. It is expected to be another light legislative week though as much of the action is waiting to be played out in the Senate.
Major House Floor Action –
The main piece of legislation for the week is H.R. 3854, the Small Business Financing and Investment Act of 2009. Yet another sign the Stimulus is not working.
There is a chance they will also take up conference reports for finished Appropriations bills with the fiscal 2010 Interior-Environment appropriations bills being the most likely bill. In recent weeks it has been stalled over several points of negotiation including proposed EPA regulations of ocean bound ships.
If the Senate passes its unemployment insurance extension the bill could be seen on the House floor as well.
Major House Committee Action –
House Financial Services Committee will be focusing their week on a mark up and a hearing on financial regulation reform. Financial Services has committed most of their fall to this issue.
And you know it is a quiet week in Congress when they are holding a hearing on “Legal Issues Relating to Football Head Injuries.” The House Judiciary Committee will be taking up that subject on Wednesday morning.
