Analysis: This week, the House is expected to consider the Water Resources Reform and Development Act (WRDA). This bill will allow the federal government to spend taxpayer money on activities that would be more appropriately and efficiently managed by states, localities, or the private sector. Lawmakers should be allowed to offer amendments to fix the bill’s numerous shortcomings and questionable provisions.
